"I am Chinese, and live in Hong Kong. I now write to request that Your Excellency should soon receive me, and arrange for me to come from Hong Kong to London for the purpose. The reason I ask this is that I have discovered that the Director of Housing of the Hong Kong Goverment, Er Donald Liao, has committed serious malpractices in favour of members of his family. I have brought these accusations to the afte tim of the Governor and the Colony Secretary but r Lian has succeeded in making false statements obscuring his malpractice. I should like to see Your Excellency personally, in order the tell you/the facts which I know and I also hope that Your lish Excellency can send an expert here to make an on the spot exediate
and to look at the proof."
