there is no other means of establishing the servant's identity. This further strengthens the argument that there appears to be no alternative to accepting the judgment of the Commission's Operations Target Committee.

4. Mr Ellis threatens recourse to legal remedies. course, every right to seek such remedies but I am doubtful whether, even if pursued, they will give him much satisfaction.
5. Mr Ellis is still likely to persist with counter arguments against anything which Lord Goronwy-Roberts writes to Sir Anthony Royle about his case. I therefore recommend that Lord Goronwy- Roberts should not go into the matter in detail again but write fairly briefly on the lines of the attached draft.
