I present greetings and beg to introduce myself as a victim to Tin Sin Kuk swindlescommitted in Hong Kong in late 1972 by a group of professional criminals who were operating under illegal "protection" by certain Chinese C.I.D. officers in the Royal Hong Kong Police Force with 30% of their proceeds of swindles paid over to the protectors as "blind-eye" money.

In August 1973, I took up my case with the highest level of the Hong Kong Government, At the beginning, my complaints did not get investigations. Instead of bringing the criminals to justice, the police passed on details of my complaints to the protection racketeers, and, as a result, there were a number of mysterious persons calling at my home on eight (8) occasions. At first, I did not know the identities or the motives of these mysterious callers. Officers of the now disbanded Police "Anti-Corruption" Branch later told me that these callers were agents for the racketeers seeking compromise with me and suggested that I go to see them. I did not as it might be a trap.

Patiently I waited until the ICAC commenced operations in Feb. 1974. After months of secret investigations, 3 out of the 8 criminals involved were arrested and charged with theiroffences. In court, these 3 criminals were recognised by 3 other victims to their swindles and more charges were brought against them. The criminals were tried by a district judge and were convicted on 14th April 1975; they were each sentenced to 4 years' imprisonment. Following an appeal.in the Full Court, the criminals were set free on 8th Sept. 1975 on a fallacious argument and the case for the Crown was upset.

For your perusal, I beg to enclose herewith a true copy of my Petition dated 20th Sept.1975 to The Governor and Members of the Councils of Hong Kong dealing with the incidents.

As far as my case is concerned, there are indications that defence lawyers conspired with judges on the bench in obstructing the course of justice and that a substantial sum of money or advantage has changed hands, probably in a place other than Hong Kong, resulting in the convictions against the 3 criminals having been set aside.

In Hong Kong, corruption does exist in the judicature and some judges on the bench are equally corrupt; they use the name of the British Crown and the court of justice for making money by distorting facts and perverting justice in the course of executing their duties.

In Hong Kong, civil servants on the take far outnumber those of integrity who often lose ground in their efforts in defending Crown laws. My case is a typical example!

As I have not been given a fair go for almost 3 years, I have no alternative but to place my grievances before the world at large and appeal to you for justice and moral support.
