LETTER FROM MR CHEUNG KWOK-KUEN

1. The above named wrote to the Prime Minister alleging that the Director of Housing,

had been involved in corrupt practices. I wrote to Hong Kong on 25 September for- warding a copy of Mr Cheung's letter.

2. Mr Higginson has now written giving the background to this case. Mr Cheung's complaints and allegations have been thoroughly investigated and it seems to me that he has been given a very fair hearing. Mr Higginson has pointed out that Mr Cheung has a long history of making complaints of various kinds.

3. I therefore agree with the recommendation in the final paragraph of Mr Higginson's letter that he be authorised to reply to Mr Cheung with effect that his complaints have been investigated and found to be unjustified. If you agree, I will write to Mr Higginson on the lines of the attached draft letter.
