We are most grateful to you for all the information you have sent us about arrangements for dealing with corruption in Hong Kong.

In his capacity as a Member of the Royal Commission on Civil Liability and Compensation for Personal Injury Sir Philip Allen, who is also a Member of my Commission, will be visiting Australia later in the year and will be passing through Hong Kong on his way out on 12 September.

The Chairman of my Commission would be extremely grateful if arrangements could be made for Sir Philip to have a short discussion with the authorities in Hong Kong about the possible relevance of the experience in Hong Kong to dealing with corruption in this country. Sir Philip, who was, as you will know, Permanent Secretary of the Home Office for many years, would not think it necessary to spend more than half a day on this, and I very much hope that it will be possible to lay on the appropriate meetings for him.

You may well have your own suggestions about the best people for Sir Philip to meet: if it is possible, I would have thought that he ought to see the Governor himself and also the Commissioner of the Indpendent Commission against Corruption. If it could all be managed in half a day you might think that it would also be as well for him to see Mr Justice Blair-Kerr.

I should be very grateful if you could let me know in good time what arrangements are being made for Sir Philip, and please have a word with me if that would be useful.
