1. I should be grateful for your comments on the attached drafts.

As you may know, there has been a long history to Mr Ellis's representations, and for background you may wish to refer to the temporary jacket containing 1974/75 papers on Mr Ellis's case and to the flags attached to Mr O'Keeffe's submission of 16 June. The latter was not cleared with you; we are consulting you now:

a) because of Mr Ellis's vague reference
at the end of his latest letter, to his "legal remedy";
b) because of the inclusion, as attachment (d)
at Flag F, of Mr Macoun's minute of 3 July 1973 to Mr Crowson.
You will see that we are asked to submit to Lord Goronwy- Robert's Private Office "as soon as possible before 21 July".
