You wrote to me on 10 June enclosing a further letter from your constituent, Mr Alan Ellis, of 20 Bishops Close, Ham Common, Richmond.

As you know, we have already written to the Independent. Commission Against Corruption in Hong Kong to point out the inaccuracy in sub-paragraph 5 (b) of the report on Mr Ellis's case. This error probably stems from the fact that the Commission did not exist at the time that Mr Ellis made his earlier statements. In itself, the error does not alter the conclusion of the report.

I am however forwarding a copy of Mr Ellis's latest letter to the Independent Commissioner. You will appreciate that there could be no question of the Governor or myself intervening in the work of the Commission's Operations Target Committee: the decision whether or not to proceed with Mr Ellis's case must continue to rest with the Commission in the light of its own priorities and their own judgement on the possibility of proving an offence in a court of law. Meanwhile I am returning Mr Ellis's letter.
