The person alleged to have acted as an 'agent' of the Divisional Superintendent and known as

has not been identified.

The specific allegations were first made by Mr. Ellis to the then Parliamentary Under Secretary of State at the Colonial Office on 24th January, 1965, and no further details were made available until 2nd December, 1974.

The complainant in his statement acknowledges he took no immediate action in respect of the alleged offerings as he considered Ah Lam to be

'in a protected position whilst he was in a weak position'.

Although every effort has been made in this investigation the allegations remain unsubstantiated.

No further action and Mr. Ellis to be so informed.
