Mr. CHAN admitted 6 robberies, he was charged in respect of 3 only in relation to two of the robberies with which he was charged, he was identified on identification parades by independent civilian witnesses, and property stolen in the course of the third robbery with which he was charged was recovered from him.

Mrs. Elliott asks who conducted the investigation into this matter. The answer is that it was conducted by a police officer. This course had the concurrence of both the trial judge and the Director of Legal Aid (who was acting for Mr. CHAN), but the fact is that there is no alternative. I must, however, repeat that the decision that no criminal proceedings should be taken following the. investigation was that of the Attorney General's Chambers and that it was taken because the only evidence against the police officers concerned was the uncorroborated statement made by Mr. CHAN to the investigating officer in the presence of his legal advisers. This was not considered -

sufficient, as I have already said, in all the circumstances to justify

a prosecution.
