evidence against the police officers concerned was the uncorroborated statement made by Mr. CHAN to the investigating officer in the presence of his legal advisers. In our judgment that alone was not sufficient in all the circumstances to justify a prosecution. The cutcome of the investigation and the decision not to institute proceedings vas communicated to the trial Judge.
I understand that Mr. CHAN has been given legal aid to bring a civil action against certain police officers. I shall watch the outcome of those proceedings with care. Should any further evidence supporting
criminal proceedings emerge from that case or in any other way, I shall, of course, re-consider the decision that criminal proceedings should not be instituted.
