sir,

I am replying to Mrs. Elliott's letter published in your newspaper on 30th January in which she seeks an answer to some questions about a man (Mr. CHAN Sing) who was charged with murder and other offences, but who was found to be in the Siu Lam Psychiatric Centre at the time of the killing (9th July, 1973) and could not therefore have committed the crime.

The questions can be answered quite briefly, but the answers alone do not give a full picture of the matter which has caused us much concern. My reply, therefore, goes beyond a mere answer to the questions.

Acting on information, the police arrested four young men, between 16 and 18 years of age on

30th December 1973 – one of them was Mr. CHÂN. They were taken to the Tze Wan Shan Police Station where

they were immediately interviewed. Later, a fifth man was arrested. Within half an hour of his arrest Kr, CHÂN admitted that he had taken part in six robberies and the same evening led the police to recover some of the stolen property. At identification parades held the following day he was identified by victims of two of the robberies and stolen property
