You wrote to Andrew Stuart on 10 February enclosing photographs of 18 civilians employed at Hung Hom Police Station over the period relevant to Mr Ellis's complaint. I now return these, together with copies of Lord Goronwy-Roberts's further exchange of letters with Sir Anthony Royle.

You will see that Mr Ellis thinks (to the best of his recollection and belief) that the picture of

m" is number 16, and not number 10. I am afraid this may be a setback to your enquiries; particularly since the two pictures are so different, we see little point in asking Mr Ellis to think again. We are telling Sir A Royle that the photographs have been returned to you, and that we shall continue to keep him informed of the progress of your investigations.
