1. As I have said, the Independent Commission Against Corruption should be given the opportunity to show results During his recent visit to Hong Kong my noble Friend the Parliamentary Under-Secretary of State saw for himself the progress that is being achieved.

I would not care to speculate on what would happen if the Independent Commission proved unable to master the problem. There is no evidence of this.

The Governor set up the Independent Commission Against Corruption following the judicial enquiry conducted by Sir Alastair Blair-Kerr, a judge of the High Court, whom he had
appointed, in 1973, to investigate the circumstances of the departure from Hong Kong of Chief Superintendent Godber and to propose further measures against corruption.
