enclosing a further letter from his constituent, Mr Alan Ellis,

I set out the background to this case in my submissions of 6 May and 16 December last year, and I pointed out in my submission of 24 January that Mr Ellis will not easily be satisfied. I have forwarded a copy of his latest letter to the Independent Commission Against Corruption, asking that Mr Ellis's points be carefully considered, and reminding the Commissioner of his promise to keep us informed of the progress of his investigations (Mr Cater's letter of 6 January). My letter has crossed with one from

Mr Prendergast of 10 February in which he asks if Mr Ellis can identify

from the photographs supplied. This provides a useful peg on which to hang a further letter to Sir A Royle and shows that Hong Kong are taking the case seriously.
