THE POSSIBLE NEED FOR A ROYAL COMMISSION TO INVESTIGATE

CORRUPTION IN HONG KONG

7. Her Majesty's Government do not consider that a Royal Commission is necessary. We strongly support the measures against corruption which have already been taken by the Governor, in particular the setting up of the ICAC. The Commission is still in its first year of operation, has already achieved distinct success, and should be allowed a proper opportunity to fulfil its task.

All such figures are purely speculative. I have every confidence in the integrity of the large majority of public servants in Hong Kong. The need is to root out the corrupt minority.

The Hong Kong Government are taking appropriate measures for Mr Godber's protection.

THE CASE OF MR ALAN ELLIS

Mr Ellis has recently provided a statement to the Commission, which is now under consideration.

WILL MR GODBER GET A FAIR TRIAL IN VIEW OF ALL THE PUBLICITY?

Mr Godber will be tried in the District Court of Hong Kong before a judge sitting alone. The Hong Kong Attorney-General is quite satisfied that the trial will not be affected by publicity. I see no reason to differ from his view.
