MR ALAN ELLIS

Sir Anthony Royle MP wrote to Lord Goronwy-Roberts on 5 December enclosing a statement he had received from his constituent, Mr Alan Ellis. In his reply dated 19 December, Lord Goronwy-Roberts said that the statement had been forwarded to the Independent Commission Against Corruption in Hong Kong (my letter of 16 December). I now have the Commissioner's reply.

The background to this case is set out in my submissions of 6 May and 16 December. The Commissioner,

Mr Cater, clearly fears that it may not be possible after such a long period, to confirm Mr Ellis's allegations. Nevertheless, he has undertaken to try.

It is clear from Mr Ellis's recent statement to the Daily Express (reported on 20 January) that he will not easily be satisfied. We can only play this as long as possible. But meanwhile we should not raise any false hopes. Sir A Royle personally is well aware of the background.

I recommend that Lord Goronwy-Roberts should write to Sir Anthony Royle on the lines of the attached draft.
