2. I have discussed Hong Kong's request with the Home Office. some prodding I was eventually put in touch with a Mr Turney of the Prisons Department.

3. Mr Turney explained that it is their policy never to release prison medical records to anyone outside of the UK Prison Service. However, under special circumstances they will ask the Senior Medical Officer in charge of the prisoner to make out a special report. But before he asks for a special report on Godber, he would need to have a clear indication of the reasons why the Hong Kong Government wanted one and for what purposes it was required.

I said we would telegraph Hong Kong for clarification and I attach a draft telegram accordingly.
