CORRUPTION : UK ROYAL COMMISSION ON STANDARDS OF CONDUCT IN PUBLIC

LIFE

1. I enclose a copy of a letter which we have received from the Royal Commission on Standards of Conduct in Public Life. They would like background material (for the private information of the Commissioners) on Hong Kong's Law on corruption and about the special features of the Independent Commission Against Corruption.

We should like to be as helpful to the Commissioners

as we can, and should therefore be very grateful if you would send us some material which we could forward to them. We can, of course, ourselves provide some comment on the special features of the Prevention of Bribery Ordinance, but we should also appreciate. any comments from yourself and also a copy of the Ordinance as most recently amended.

3. You will note that the Commission would like to receive this information "in the next month or two". We should therefore like if possible to be able to reply to them by the end of March.
