Dear Mr. Johnson,

I hope you will excuse me if my letter is lacking in personal material. I have just heard a scandal, to add to all that

has been saying, and I want to report to you, with a copy to the Daily Express.

The Press makes it appear that only Police here are corrupt. I want to prove that Police are only getting away with corruption because they know they are supported to a very high level in the Government.

Last night I taped a TV programme "Meet the Press" in which I stated that the new so-called "Independent" Commission Against Corrup tion was not independent because no charges can be laid without the permission of the Attorney General's Office, and this Department is certainly corrupt, making charges on little or no information, and dismissing charges where evidence is overwhelming. I have been fighting against this for about five years, when a charge of rape was witheld in the face of clear evidence, and a 13-year-old child was deeply wronged.

But this latest case is incredible, yet I have all the facts. It is Criminal Case No. 58/1974, in which a young man aged 18 is accused of:

1. Murder of So Ming Wai

2. Aggravated burglary 3. Robbery

4. Wounding with Intent

(or Burglary with Aggravation)

The young man (name Chan Sing, not for printing please),

was accused along with others not in custody.

A very detailed confession is found in his statement, telling all about the persons involved, the weapons used, the times, the plans, even details of furniture and other things in the places where the murder took place.

In each case, although the statement is supposed to have been made by the accused, the signature is marked "Illegible".

Information was then laid before the Magistrate that the young man was in a mental hospital (Castle eak Psychiatric Clinic) at the time of the murder, and he could not possibly have committed a murder about twenty miles away. When the truth was known, the young man was released. The others mentioned in the statement (all nicknames, not proper names) have not been found.

In spite of the fact that the young man could not possibly have committed the murder, and therefore did not write the statement himself, the noliceman in charge of the case is not to be prosecuted - he is

of Wong Tai Sin Police.

The Attorney General Ankanila to take no nation.
