Nothing in this paragraph shall derogate from the United Kingdom

Government's obligation to release any land other than that

described in Annex C which is or may become surplus to the

reasonable requirements of the garrison and all such land, including

buildings, installations and other fixtures, shall be released

without compensation, notwithstanding any agreement or commitment

to the contrary.

11. The Hong Kong Government contribution will be subject to

review at any time if

12.

(a) the indices in Annex B produce results materially

out of line with the actual movements of costs; Or

(b) the economy of Hong Kong suffers such a

serious adverse change that the continued payment of

the contribution at the agreed level can be shown to

be an unreasonable burden on Hong Kong's finances.

The Hong Kong Government or the United Kingdom Government may

at any time request information on, or an examination of, the cost,

complement or composition of the garrison and any such request

will not be unreasonably refused. The Hong Kong Government may

also request reports in detail on the cost and complement of

the support elements of the garrison as soon as may be appropriate

after 1st April 1977 and any such request will not be unreasonably

refused. Adjustments to the cost of the garrison resulting

from any examination under this paragraph will be apportioned between

the two Governments in the same ratio as their contributions under

this Agreement.
