6. It has since transpired that under US legislation the USAF are unable to provide spare parts for the radar unless it continues to be RAF manned. Nor will it be possible to obtain spares from the original manufacturers since the equipment is obsolescent and such spares as do exist are held in USAF stores. The Hong Kong Government has consequently asked the RAF to continue to maintain the service until their own radar is in operation and have expressed their willingness to pay for the cost involved.
7. We can make available the necessary 21 personnel during the period up until March 1973. Agreement has therefore been given, subject to the Hong Kong Government paying the full cost of the personnel concerned and on condition that spares continue to be forthcoming from the USAF. The arrangement will come to an end in March 1978 or when the new civil ATC radar becomes operational, whichever is the sooner.

We have been at pains throughout to insist that this particular arrangement has nothing to do with, and is quite separate from, the discussion about the Hong Kong defence budget.
