11. The Hong Kong Government or the United Kingdom Govern-

ment may at any time request information or a review with respect

to any element of the cost of the garrison for which this Agreement

provides and such a request shall not be unreasonably refused.

Savings resulting from such a review shall accrue to the Govern-

ments in the proportions underlying their contributions under this

Agreement to the cost of the garrison.
