(b) Paragraph 2, line 13. The Unofficials aislike mention of
£8M which they feel exaggerates the increase in their contribution and would like to say ".....compared with a contribution in the current financial year or about $11M under the present Agreement". This is factually accurate and I think acceptable.
(c) Paragraph 4.

Delete opening words "In consideration.... The Unofficials dislike the reference to #1 substantial increases". I see no objection to thic.
(d) Paragraph 4, penultimate sentence. Delete entirely.
I have said that this would be quite unacceptable from our point of view and Hong Kong officials agree.
Mr. Davies is returning to Hong Kong tomorrow. I told him that I would refer these points to the Minister of State. If the Minister is content with the line I have taken I will telegraph accordingly to Hong Kong.
