HONG KONG DEFENCE COSTS AGREEMENT

FLAGSTAFF HOUSE

You will recall that when the Minister of State and the Governor of Hong Kong discussed the Memorandum of Understanding on 8 December it was agreed that reference to Flagstaff House should be excluded from Annex C and that there should be a separate exchange of letters on this subject. In the absence of the Governor, Philip Haddon-Cave has written to me setting out the Hong Kong Government's position and, after consulting the Minister of State, I have confirmed that this is acceptable to us. My letter to Haddon-Cave is enclosed and I should be grateful if it could be forwarded to Hong Kong by bag. I am also enclosing copies of the correspondence for your retention.
