Minister of State welcomed the Governor of Hong Kong and his officials. He said that a great deal of detailed work had been completed by officials during the past two days and, as a result of this, he hoped that agreement could be reached on the final text of the Memorandum of Understanding
without undue difficulty. He noted that most of the further work listed in the Annex to the Heads of Agreement, signed in Hong Kong on 1 November, had been completed and that the few outstanding issue would be resolved -ely quickly,
