Minister of State said that he had written to the

Prime Minister as promised at the conclusion of the meeting

the previous Friday, but he was not in a position to give the Governor the categorical assurances he required on import restrictions. Although no decisions had yet been taken which would implicate Hong Kong, it was known that the Department of Industry was concerned at the level of shirt imports from the Colony and was still pressing for some

action to be taken to restrain these.

In these circumstances,

it was not possible to state unequivocally that any announcement of selected import controls would not involve Hong Kong in some way, even though this still remained unlikely.
