below 30M per annum throughout the agreement period (S. 210M) it can' be seen that the programme, as presently formulated, can only be successfully completed by extending over a minimum of 7 rather than 5 years. Furthermore as much of the expenditure will necessarily fall in the initial 3 years, in order to free sites required by the Hong Kong Government, it is important that capital works expenditure should be allowed to fluctuate up to an agreed percentage above the total average annual target of 59M for Works as a whole. Only by permitting this to happen within a 7 year agreement period can the necessary flexibility be accorded to the management of the overall Works Programme.

Procedures for the Management of the Works Programme. Since we have not seen Hong Kong's proposals and since we must reserve the position of the MOD in the management of the works programme, it is essential that these procedures should not.form an integral part of the M of U but should be mutually agreed subsequently.
