The Hong Kong Government contribution will be subject to

review at any time if:

a.

the indices in Annex B produce results materially

out of line with the actual movements of costs; or

b. the economy of Hong Kong suffers such a serious

adverse change that the continued payment of the contribution

at the agreed level can be shown to be an unreasonable

burden on Hong Kong's finances.

The Hong Kong Government or the United Kingdom Government may at any time request information on or an examination of the cost, complement or composition of the garrison and any such request shall not be unreasonably refused. The Hong Kong Government

may also request reports in detail on the costs and complements

of the support element of the garrison as soon as may be appropriate after 1st April 1977 and any such request shall not be unreasonably

refused. Adjustments resulting from any examination under this

paragraph shall be apportioned between the two Governments in the

same ratio as their contributions under this Agreement.
