The Secretary of State was grateful for Lord Goronwy-Roberts' minute of 3 December about Mr Varley's proposal that selective import controls should be applied to Hong Kong woven shirts. Secretary of State, when he saw the governor of Hong Kong this morning said that he would do his best to prevent the extension of these import controls to Hong Kong. He could not of course guarantee that he would succeed.
