We therefore have to face the fact

that a quite exceptional effort needs to be made to keep to the deadlines set out. This applies in particular to those responsible for drawing up schedules of accommodation for reprovisioning, and I think it would be helpful if the working party was instructed to set time limits for the various planning stages.

I do not think there is any prospect

of the deadlines being met unless exceptional procedures are adopted and great pressure is put on all concerned. You may rely on the Hong Kong Government doing this, but you will recognise that much of the initial process lies outside its control. I hope therefore that I can rely on you to apply the necessary pressures at your end.
