Kong Squadron to remain operationally effective for the entire period of demolition and construction, the sub-committee recommends that the relocation programme should take place in three phases:
a.
Phase 1. Relocation within HMS TAMAR of the essential facilities for the day to day running, maintenance and support of the Hong Kong Squadron, to allow the demolition of "D" Block, and site clearance for the new HQ Building.
C.
Phase 2. Construction concurrently of:
(1) New HQ Building and Joint Communications Centre.
(2) The workshop and storage facilities at the easter side of basin.
(3) The remaining facilities (Appendices 2 and 3) eisewhere.
Phase 3. Commissioning and move into the new facilities to be followed by the handover of Victoria Barracks to the Hong Kong Government.

Within the Present IMS TAMAR Perimeter:

1) HQ Block including single living accommodation and other facilities to scale.
(2) Joint Communications Centre.
(3) Technical workshop and essential store houses.
(4) Improvement of road access and egress to HMS TAMAR.

Close to HMS TAMAR:
c.
(1) Essential married quarters for Officers and Ratings/Soldiers.
(2) NAAFI families shop.
Elsewhere:
(1) RAOC Barrack Stores.
(2) SIB Detachment.
(3) Hong Kong Information Team.
(4) Teachers' Training Centre.
(5) Primary School.
(6) JSMC Freight Section.
(7) Balance of Married Quarters.
