HONG KONG: DEFENCE COSTS

1.

A team of Hong Kong Officials is to visit MOD on 3 December for discussions to resolve outstanding points prior to the meeting on 4 December between the Minister of State and the Governor (now likelyto be at 1800 hours). The Hong Kong team is likely to comprise the Financial Secretary, Secretary for Security and a legal adviser.

2. The points for discussion are likely to be the technical financial matters, relating to completion of the MOU, on which there remain small areas of disagreement and which are well known to Hong Kong cognoscenti. On our side the discussions will be led by AUS(GS), supported by Head of F1(Air), DS1(Mr Jones) and myself; but D of DP(C) may wish to attend or be represented as also FCO, Treasury and PSA. We plan that the meeting should commence at about 2.30 and continue thereafter, and on 4 December, for so long as is necessary to agree matters prior to the Ministerial meeting. Those concerned should therefore arrange to be available all day 3 December (to allow for prior briefing meetings), all day 4 December (including the period of the Ministerial meeting) and also on 5 December in case any further points arise from the Ministerial meeting. I will notify venue separately.

Other copy addressees will wish to know of these meetings although they will not be required to attend.
