The Minister of State opened the meeting by confirming that he had very reluctantly concluded that he would not press for a formal announcement of any agreement to be made on his departure.
He had agreed that confidentiality should be observed on the extent
to which agreement had been reached, subject to the outcome of the deliberations of the working parties on the release of the two
sites. This was on the assumption that agreement would be made
public early in December.

a) The form of the Confidential Heads of Agreement
b)
The Minister of State considered it essential
to initial something before he left embodying
a joint understanding of the position reached;
The content of the public announcement to be made on his departure
He considered it an inescapable requirement that
an agreement on the size of the garrison must be
spelt out in order to avoid further difficulties
on his return to the UK. It should also include
