recommended that the Minister of State for Defence should
be instructed to proceed, as he has recommended, on the lines
set out in paragraph 2 of Mr. Mason's minute.
In the light of the comments by the Foreign and
Commonwealth Secretary and the Chancellor of the Exchequer,
the Prime Minister agrees that Mr. Rodgers should be
authorised to proceed accordingly, subject to the provisos
requested by the Chancellor of the Exchequer as set out in
Steve Robson's letter of today's date.
