Hong Kong Defence Contribution
The Foreign and Commonwealth Secretary saw his copy of the Defence Secretary's minute to the Prime Minister 335 of 29 October just before he left to attend a meeting of
EEC Foreign Ministers in Rome.
Mr. Callaghan has asked me to say that as the Governor's proposal is very close to the fall-back position authorised for the Minister of State for Defence and may enable an agreement to be reached rapidly, he supports the Defence Secretary's view that Mr. Rodgers should be instructed to proceed as he recommends.
I am sending copies of this letter to the Private Secretaries to other members of OPD and to Chris Brearley.
