advice I hope that you and my other OPD colleagues will agree to his being given this measure of discretion before he leaves for Hong Kong on 26th October.
3. Should this concession prove insufficient to provide a basis for agreement, the Minister of State will refer back to London with an assessment of the situation. We shall then have to consider urgently whether in the light of the Hong Kong Government's attitude we should move to Option B or C as described in his letter of 12th October.
