HONG KONG DEFENCE COSTS NEGOTIATIONS OCTOBER 1975
I attach copies of the following briefing material:-
(a) Revised version of Steering Brief (Brief A)
(b) Revised version of Opening Statement (Brief B)
(c) Supplementary Questions and Answers. (Annex to Brief B)
(d) Note by the Treasury on the Hong Kong Economy.
The last two items should assist in dealing with questions after the Opening Statement. With the speaking notes I submitɩed yesterday they should also be useful in the later stages of the negotiations.
3.
The Minister of State will no doubt wish to do further work on the Opening Statement and speaking notes: but I hope that we have now provided him with all the basic material required.
