1. I circulated yesterday telegram no. 1033 of 18th October in which the Governor offered advice on the presentation of HMG's case in the opening address.

2. Subject to discussion at this afternoon's meeting, the Governor's advice seems to us to have much to commend it and I accordingly attach a redraft of the opening address, amended to take account of the Minister's cim comments as well as the Governor's views. In the time available there has not been opportunity to clear this draft with others concerned but I hope it will assist in considering the Governor's advice.
