if there is an increase or decrease

in the size of the garrison by more

than one major army unit or equivalent,o

if the economy of Hong Kong suffers

such a serious adverse change that the

continued payment of a contribution at

this level can be shown to be an

unreasonable burden on the Colony's

finances,

(ii) The annual figure of £2.2 million for

maintenance and minor works is a notional

figure only. The Hong Kong Government will

be responsible for all maintenance and

minor works over the period of the agreement

no matter what the cost may be.

(iii) There may be virement in capital works

expenditure as between one year and another.

(iv) All capital works paid for by Hong Kong will

revert to the Hong Kong Government if no

longer required by Her Majesty's Government.

In the authorisation of capital works, minor

works and maintenance scales the same

criteria and controls will be exercised as

if Her Majesty's Government were paying.

To the extent that Her Majesty's Government

is responsible for less than £17 million

being spent on capital works or on the

purchase of buildings in Hong Kong over the

five year period of the agreement, there will

be no corresponding increase in the cash

element of Hong Kong's contribution.. Το
