1.6 Now that the issue of the defence contribution has been Bottled, we feel that we should, for the record, embody in one document the amount of the contribution and the various conditions attached to it as agreed between KC and the long Kong Government. Such a document might follow the lines of the Memorandum of Understanding which was drawn up on the occasion when the previous contribution was negotiated in 1966/67.

2. I am accordingly enclosing the draft of such a document and shall be glad if you will confirm that it correctly records the terms and conditions of the contribution an agreed to in the various telegrams which we have exchanged on this subject.
