We see no reason why, as you suggest,there should not now be discussions

in Hong Kong to draw up statements of working principles on the lines you

propose. Naturally it will be desirable for these to be finalised as soon as

possible but, subject to your views, we do not see this as critical to the

success of the cost sharing negotiations. In any case matters are likely to

reference

to arise in the course of the local discussions which will require consultations with

Departments in UK.
