BRIEF FOR MR RODGERS

The MOD have asked us to provide a brief on the Hong Kong Constitution for his forthcoming visit to Hong Kong

to negotiate a new Defence Costs Agreement. I would

be grateful if you would look at the attach draft, especially paragraphs 1-9.(the rest of the brief is devoted to Hong Kong/ UK relations, Hong Kong/Chinese relations and the internal political situation.) »

2. I have cleared this draft at an earlier stage with Mr Bickford, in your absence last week, but have altered paragraphs 6-9 substantially after discovering some useful papers from the 1971 Defence Agreement file which I think are still relevant. I also attach the Letters Patent and Royal Instructions and the Standing Orders of LegCo.

3. I would be grateful if you could clear this today if possible.
