1. The Governor has advised (Tel no. 959 of 29 September) that the first step in negotiations will be for the Minister of State to meet and address a joint session of Executive and Finance Committee.

2. I now circulate ajdraft of the address for this occasion. I have drafted on th assumption that these proceddings will be a matter of public record as opposed to the detailed negotiating discussions, this means that it would be inappropriate for the Minister to specify the percentage figure HMG is seeking (for the obvious reason that any eventual settlement falling short of an immediate 75% would give the appearance of failure). I should be grateful if the FCO would confirm my understanding. I should also be grateful for any improvements to those parts of the address concerned with the UK and Hong Kong economic positions (the Treasury will I am sure wish to give these parts especial scrutiny). DS1 will wish to provide HK dollar equivalents to the sterling figures shown as well as any other comments,
