MOD CHARGES FOR SERVICES TO THE FCO

1. With reference to your minute of 13 August I agree that the question whether the Bermuda Government could be looked to to meet the cost of future IS Operations need not be gone into in the response to Sir D Henley's letter, but for the record we do have a fairly clear understanding with them on this. When we mounted an IS Operation in 1969 in the context of a Black Power conference which we had prevailed to the Bermuda Government not to ban, it was agreed that HMG should meet the cost and TCO subsequently paid MOD £68,200. The Bermuda Government, however, paid for the 1968

This Operation which was undertaken at their request. was off set against their Imperial Defence Contribution. when it was recently agreed to wind up with the IDC si.utaneously with the liquidation of the 1968 Bill, the Bermuda Government acknowledged that they would expect to be charged for any future operation,taken at their request.
