Further to Reference A I attach a draft reply to the Governor's telegram No. 797.

2. We await reactions from the Minister of State to AUS(GS)'s submission at Reference B and our reply to 797 must be held until these are known. In the meantime, I should be grateful for comments/clearance from top-line addressees on the attached draft, by noon Friday 29 August. By then we will know whether or not the Minister wishes to see the reply before it is sent.
