The Minister of State here has agreed to send a personal message in reply to the Governor's telegram No. 796, and I attach a draft for this purpose on which I should be grateful for FCO and Treasury clearance. I assume that the message could best be passed by FCO channel.

2.

The message clearly cannot go into matters of substance, and must leave unanswered the Governor's comments about a fall-back position. This latter is a point to which we in the MOD are naturally giving some further thought, but the Minister is especially anxious, and has personally asked me to record, that no hint should be given to the Governor of any/Whitehall considerations on this aspect.

3. I am copying this to John Hansford in the Treasury, and should be grateful for comments by noon Monday 1 September.
