On No. 923 AUS(GS) is separately submitting to Minister of State advising that he should approve the Governor's recommendations in para 2 and 3.

3. No. 924 calls for the rapid resolution of a number of points of important detail. No doubt DS1 and Head of F1(Air) will advise on the terms of reply to para 1(A), (B) and (C). Para 2, in which warning is given of a likely shift of emphasis on the naval element, does not seem to cau for immediate action but the Navy Department will wish to note it and DPS will appreciate the importance of the brief on force levels dealing thoroughly with the military arguments bearing on this aspect of the future garrison. No doubt Head of F1(Air) will be able to give the confirmation requested in para 5.

Paras 3, 4 and 6 se more substantial questions. I should be grateful if Head of F1(Air) would lead in the preparation of answers to para 3 consulting DDAQ, FSA etc as necessary. No doubt PSA will be liaising closely with FCO, HKIOD, on para 6, consulting DDAQ and Head of F1(Air).
