Before proceeding further it will be desirable to clarify the relationship between the order of these estimated total works costs and the reality of the figure quoted of 58.5m, for Capital Works costs in paragraph 3A of the Telegram.

Paragraph 38.
It is agreed that a joint committee of UK and Hong Kong officials should be set up to draw up and review the capital and maintenance works programmes. These would require to be submitted for authorisation in normal course to PSA Headquarters and probably also to MOD (D of Q). It will be desirable to allow inclusion of two representatives from PSA. It is considered that the question of full delegation to CBF for works services requires wider consideration in the context of its operational justification, delegations as a whole, Treasury view, and PSA accountability.

Paragraph 6 of the Telegram - Statement of Working Principles
This has been discussed with FCO/HKIOD and it has been agreed that work on the statements required should be taken as far as possible in Hong Kong. There are some matters such as Departmental Expenses which are included in the present version which are unlikely to be capable of conclusion before the S of S visit and which will probably need negotiation.com comi
