Defence Review: Hong Kong

I have written to you separately today recording the Prime Minister's agreement to Mr. Mason's proposals in his minute of 8 July, and his suggestion that the Foreign and Commonwealth Secretary might send a personal message to the Governor of Hong Kong, stressing the importance of getting as good terms as possible for the

garrison.

In expressing these views, the Prime Minister has asked whether it would not be right to send a Minister (e.g. Mr. Rodgers) to negotiate the contribution which the Hong Kong Government makes towards the upkeep of the garrison. I should be grateful if you would bear this in mind, and let me know in due course whether you envisage Ministerial participation in the negotiations at any

stage.

I am sending a copy of this letter to Stephen Barrett (Foreign and Commonwealth Office) and to Chris Brearley

(Cabinet Office).
