MEMORANDUM OF UNDERSTANDING

1.

In an effort to make progress

towards agreement on a text leaving entirely to one side at this stage the questions of cost-sharing and force levels the Governor is sending a small team (exact size and composition as yet unknown) of officials for discussions in London on Thursday and Friday this week. This note is simply to confirm meeting arrangements already made verbally.

2. We will commence with a short pre-meeting in AUS (GS)'s office (Room 6310) at 10.30 Thursday. The discussions with Hong Kong officials will commence at 11.00 in the Basement Conference Room (for FCO benefit, the Hong Kong party should arrive at the Horseguards entrance to the MOD Main Building from where they will be escorted to the Conference Room). The Conference Room has been reserved for all day Thursday and Friday. AUS(GS) will probably open the substantive meeting but will leave it to Head of F1 (Air) to chair the detailed discussions.

3. AD of DP(C) and MO2 will probably not wish to become involved in these financial discussions, but are of course welcome to do so. Perhaps they would let me know if they sc wish.
